One of the difficulties in the negotiations on the Turkish Stream gas pipeline is the difference of the sides on the issue, that they need to agree on in the first place – a Russian discount on gas or a pipeline construction to Turkey, the Energy Minister in the transitional government of the republic Ali Riza Alaboyun stated.
"The question of granting a discount of 10.25% was discussed by the parties only orally and was never fixed on paper. We believe that this is wrong. The Russian side must give us a discount without preconditions. Meanwhile, it has put forward the condition, according to which a discount will be given after the start of construction of the pipeline," RIA Novosti quoted him as saying.
