Spain’s El Pais newspaper published the full text of US and NATO confidential response to Russia’s proposals on security guarantees Wednesday.
There are two documents in English: a four-page response from NATO and a five-page response from Washington. The texts contain statements that have already been voiced by the West or Western media in one way or another.
"The United States and NATO reject signing a bilateral agreement on security in Europe with Russia and also closing the door on the future incorporation of Ukraine into the Atlantic Alliance," the document reads.
"The U.S. and NATO offer Putin negotiations on disarmament agreements and trust-building measures in different forums – such as the Organization for Security and Co-operation in Europe (OSCE), the US-Russia Strategic Stability Dialogue, and the NATO-Russia Council – the success of which are conditioned on the start of a deescalation of the Russian military threat to Ukraine," El Pais cited the document as saying.
NATO has proposed to Russia to conduct joint consultations on reducing threats in space and urged Moscow to refrain from testing anti-satellite weapons, El Pais wrote.
It was noted that the US is ready to discuss inspections to missile defense objects in Romania and Poland in exchange for inspection of Russian objects. According to the document, the US states its readiness to discuss "a transparency mechanism to confirm the absence to Tomahawk cruise missiles at Aegis Ashore sites in Romania and Poland, provided Russia offers reciprocal transparency measures on two ground-launched missiles bases of our choosing in Russia." "We must consult with NATO Allies, including Romania and Poland, on this issue," the document says.
The US asked not to publish the text of the response, and Moscow agreed. However, Russian Foreign Minister Sergey Lavrov noted that the contents will soon become public, because they were discussed with all NATO allies and with Kiev.
