US and Turkey refuse to create no-fly zone in Syria to deal with IS

According to a senior representative of the US administration, the US and Turkey don't intend to create a no-fly zone in northern Syria to fight IS.  

Troops won’t be sent there in order to carry out military operations against terrorists.
