Muhtar Kurbanov, the village head of Teletl, a village in the Shamilsky District of Dagestan, was shot dead on November 21, the Interior Ministry of the republic said.
Investigative measures are being carried out and a criminal case has been initiated. Kurbanov's predecessor Khalid Kebedov was also killed by criminals in 2013.
