The head of Ingushetia, Yunus-Bek Yevkurov, has offered not to lift the death penalty moratorium for terrorists, but give intelligence agencies the right to eliminate them immediately.
"Nobody should be detained, only elimination. In this case, we can get rid of the death penalty moratorium,'' he wrote in a social network.
