Zurabishvili declares moratorium on pardoning

Georgian President Salome Zurabishvili announced a moratorium on pardoning prisoners before parliament drafts legislative changes.

"I took the initiative to review the rules of pardoning and develop new ones in the parliament. We have already consulted with the chairman of the parliament. We have been preparing new rules since January," she said at an emergency briefing on Wednesday.
