The Moscow State University named after M.V. Lomonosov opened a constituent session of the Expert-Analytics League “Resource Strategy”. Yevgeny Tipaylov presented a report on Russian-German energy cooperation and called the league a new intellectual, analytical platform for specialists of the university.
The league will stress on use of human, food and energy resources.
The league is to produce new ideas, consolidate the expert society, realize information and analytical support for Russia’s integration processes in the post-soviet space.
Russia is not a member of the Energy Charter, which leaves its and surrounding territories unprotected, in terms of law.
Russian President Dmitry Medvedev proposed formation of a new global energy agreement in 2009. The document could be a path for integration on the background of liberalization of European gas market. Cooperation in humanitarian, economic and cultural spheres would benefit the process, Tipaylov said.
Vyacheslav Ivanovich Trubnikov, Director of Russian Intelligence Service (1996-2000), Russian Deputy Foreign Minister (2000-2004), Plenipotentiary and Authorized Russian Ambassador to India (2004-2009), member of the Institue for World Economy and International Relations of the Russian Academy of Sciences, is a special highlight of the session.
Trubnikov noted the great role of expert society in developing efficient foreign policy of Russia. As an example, he mentioned the Strategic Global Forecast-2030. The official believes that media and science societies should cooperate more actively and make topical issues a matter of public discussions.
Grigory Trofimchuk, Vice-President of the Center for Political Modeling, said that the first problems for Russia in the energy sphere were seen in the failure of signing of a contract with China at a forum in Saint-Petersburg. There is little progress on the Arctic. Stresson Germany in the energy market is an obvious mistake.
The meeting at the state university involved experts of international relations, interior and foreign policy, economics and law. The talks are to determine practical proposals for interior and foreign policy in developing the resource potential.
The organization committee of the Expert-Analytics League includes Yevgeny Tipaylov, Ismail Agakishiyev and Grigory Trofimchuk.
