Russian President Dmitry Medvedev submitted to the State Duma the draft federal law "On the Security of the Fuel and Energy Complex", RIA Novosti reports, with reference to the Kremlin press service.
In addition, the Russian presidential administration is preparing a draft law "On Amendments to Certain Legislative Acts of the Russian Federation to Ensure the Safety of the Fuel and Energy Complex," which involves a number of amendments to some legislative acts of Russia, including the Penal Code.
The issue of security of energy complexes has become particularly urgent after the accident at the Sayano-Shushenskaya power plant in August 2009, in which 75 people were killed, and the explosion at the Baksan hydroelectric power station, which occurred July 21, 2010. The second event lead to the strengthening of security measures at all the power projects of the North Caucasus and other regions of the country.
