The passing of the federal purpose program for development of the North Caucasus has been postponed to 2012. Some of the main reasons are expenses and disagreements.
The Ministry for Regional Development said that the program would cost the government and business 3.9 trillion rubles, planned to be spent by 2025. 2.7 trillion of the sum will be financed from the budget. The program needs 357.7 billion rubles for 2012-2014. Only 30% of expenses have been covered.
Vakha Yevloyev, spokesman for the Ingush president, said in an interview with Vestnik Kavkaza that the program will not be postponed for long. Vice-Premier Alexander Khloponin, Plenipotentiary Presidential Envoy to the NCFD, believes that the North Caucasus should be viewed as a single territory. The government and business need to form a partnership which would stimulate taxes and private business.
Khloponin said that the main goal of the program is not major financing, but the arrival of investors who would then open businesses and develop the economy.
