Cold weather has hit southern regions of Russia. Dagestan registered -15 C. Part of the Caspian Sea got covered in ice, the Makhachkala bay had an ice layer of 15 cm, Trend reports.
Such weather conditions complicate oil extraction. The cold weather is followed by heavy snow and ice.
