Khloponin says militants receive cash from Russia

Alexander Khloponin, Russian Plenipotentiary Presidential Envoy to the North Caucasian Federal District, says that the biggest finances provided to militants come from Russia, RIA Novosti reports.

The official said at a meeting with staff of the Russian Financial Monitoring Service of the NCFD today that the undeveloped and diverse financial system in the region helps the process.

He reminded that Chechnya barely has a financial system, while Dagestan has the opposite situation. The region lacks state banks. Private banks are reluctant to give information on financial operations. They fulfil only 50% of demands for information, Khloponin says.
