About 2.5 billion rubles were lost in red tape schemes in the North Caucasus Federal District (NCFD) in 2011. Only 69 million of the sum was returned, Yura.ru reports.
Artem Melnikov, head of the Prosecutor General’s Directorate in the NCFD, said that the losses increased, compared with 2010. The federal budget provided 270 billion rubles for the region in 2011.
Melnikov said that functionaries are involved in corruption. They are supported by the law enforcers and there is no way to prevent the crimes.
Deputy Prosecutor General Ivan Sydoruk had a meeting with police authorities of the NCFD on March 27. He expressed concerns that over 90% of people caught stealing budget finances avoid jailing. Sydoruk noted absurdity of punishing a functionary with 100,000 rubles of fine for stealing tens of millions of rubles.
The Chamber of Accounts said that the NCFD lost 18 billion rubles in red tape schemes in 2010.
