Russian government plans to increase social spending and reduce dependence of budget on oil exports

 

 

Allocations for social development in 2014 in Russia will cross the

threshold of 4 trillion rubles, Prime Minister Dmitry Medvedev said

today at the last cabinet meeting, which addressed the main directions

of budgetary policy and the main characteristics of the federal budget

for 2013 and the planning period of 2014 and 2015.

The Prime Minister also said that school education has been and

will remain free.

The funding of science, according to the head of government, will amount to about 320 billion rubles in 2013.

In addition to increasing costs, there are plans to increase budget

revenues. In 2013 the budget revenues will amount to 12.3 trillion

rubles, expenditure - to nearly 13.4 trillion rubles. Thus, the

budget deficit is projected to be 1.5% of GDP.

Medvedev said that in 2015 Russia could reach a zero level of deficit.

As noted at the meeting by the Russian Finance Minister, Anton Siluanov,

the federal budget of Russia for 2013-2015 will be calculated based on

the price of oil amounting to 92.93 and 94 dollars per barrel.
