Chechen Leader Ramzan Kadyrov is concerned over slow construction of the refinery in Grozny, his press service says.
Kadyrov noted that Rosneft did not give reasons for postponing refinery launch.Rosneft did not reconstruct boreholes and made no exploration drillings. He expressed hope that the new Rosneft chief Igor Sechin would make corrections in the company's work.
Rosneft received license for geological exploration in the Eastern-Groznensky Field for 5 years on July 5.
