The parliament of Adygeya passed the budget for 2013 in the second reading on Wednesday, RIA Novosti reports.
Budget income will total 10.5 billion rubles. The deficit increased 3.2-fold due to increase of wages to teachers, requiring additional 250 million rubles.
Medical centers will receive finances from the medical insurance fund, but only a quarter of the population was employed, so payments by the fund are insufficient. Adygeya needs to cover a debt of 472 million rubles.
The republic will receive 5.401 billion rubles of taxes, exceeding the payments of 2012 by 15%. 3.239 billion rubles of tax will come from income taxes and 1.245 billion from excise duties.
Co-financing obligations will total 357.3 million rubles in 2013. The treasury lacks over 1 billion rubles for realization the president’s order on social policy and 120 million rubles for orphans.
Janbech Mirza, head of the parliamentary committee for budget and taxes, says that the republic needs about 3 billion rubles. Purpose programs of Adygeya are financed by only 50%.
