President of the Republic of Kabardino-Balkaria, Arsen Kanokov, has proposed evaluating the efficiency of the heads of municipalities in the republic by the number of implemented investment projects, reducing subsidies to local budgets.
During a meeting that included the heads of municipalities, Kanokov said that it is necessary to cut the number of indicators by which the work of local government was previously assessed from 45 to 10, Interfax reports.
"There should be a maximum of 10 indicators, the main of which is subsidies to the region and the level of investment per capita. That is, only those parameters that directly depend on the work of the head of the region,” Kanokov said, having stated that the republic will be 45% subsidized by the federal budget, and districts will receive subsidies of 60%-90% from the republic’s budget. He also said that in 2011 the republic’s budget will include separate funds to reward municipalities that manage to reduce their need for subsidies.
