Constantine Romodanovsky, head of the Federal Migration Service of Russia, said that there were 3.3 million illegal migrants in the country for 3 months. About 900,000 of them come from Uzbekistan, over 500,000 from Ukraine, 400,000 from Tajikistan, Interfax reports.

Russia has 10.2 million foreigners on its territory, 23% of them (2,318,372) from Uzbekistan, 13.3% (1,342,476) from Ukraine, 10.2% from Tajikistan.

4.2 million of them have non-labour purposes of arrival. 1.5 million are employed. Russia earned about 6.5 billion rubles by selling labour permits to them.

CIS citizens received over 2 million permits, about 1.2 million of them in 2012, RIA Novosti reports.

Fines for foreign workers without permits total 2,000-5,000 rubles. People hiring illegal workers face the same fines.
