Expert describes details of Russian-Kazakh oil deal

Igor Sechin, President of Rosneft, Sauat Mynbayevm, head of MazMunaiGas, and Kayrgeldy Kabyldin, Director General of Kaztransoil, have signed a preliminary agreement on Russian oil transit to China through Kazakhstan at the 10th Forum of Interregional Cooperation of Russia and Kazakhstan.

Kommersant observer Kirill Melnikov said that Rosneft will pay the custom fees for oil exports to Kazakhstan. The no-customs agreement for oil expires on January 1, 2014.

The expert surmises that Rosneft had to accept the new terms due to obligations for CNPC (China) that receives oil through the East Siberia – Pacific Ocean Pipeline. Rosneft has agreements in place with Chinese partners to increase exports in 2014 and  the following 25 years. The pipeline will be expanded until 2020 and an increase of oil volumes will happen a year after.
