Since 2011, North Ossetia is implementing a program to support
small businesses, according to which an aspiring entrepreneur
can apply to the republican government for support and
business development with the project.
If the idea is found to be promising, the entrepreneur gets money for
development of the business.
Often scammers use it: they receive a grant and then disappear forever.
Dealing with them by legitimate means is almost impossible, so the
prosecutor's office has requested the North Ossetia republican government
to amend the legislation and to make the rules stricter.
Many develop a business project, receive funds for the creation or
development of the business, but the plans have remained on paper. Pseudo-
entrepreneurs use public funds for their own purposes.
"At the initial reception or the examination of documents we cannot
understand whether a person has the intent to steal money or not. We
evaluate the business plan, the completeness and correctness of the package
of documents," said the head of the department for management support and
development of small business in North Ossetia-Alania, Timur Tsabiev.
