The Russian Audit Chamber found no violations in the way South Ossetia spent 1.045 billion rubles (55%) of the 1.866 billion rubles Russia had granted it in 2013, ITAR-TASS reports.
Auditor Alexander Zhdanov noted improvements since the previous inspection in 2013. The budget-organizing process was modernized, laws were passed to make spending more efficient and transparent, long-term and mid-term programs were adopted.
The Chamber said that construction of buildings started in previous period had not been accomplished and caused inefficient spending worth 892 million rubles. The losses were a result of poor control over contractors, slow construction rate, failure to accomplish projects on time.
