North Caucasus republics among most corrupt state purchasers

Chechnya, Chukotka, Dagestan and North Ossetia are the most corrupt state purchasers, according to the Safe Fatherland public organization, Rosbalt reports.

The organization analyzed state purchases in 2013. The rating was based on complaints, if there were any, single-bid tenders, tenders with reduction by less than 5%, tenders when the payer refused to hire the winner, requests of price quotations for purchase of products worth over 500,000 rubles per quarter.

Chechnya tops the rating. It made about 13,000 state purchases worth over 32,114,000,000 rubles in 2013. 52.91% of auctions had only one supplier. The rate was under 5% in 74% of deals.

The Novgorod Oblast is the fifth in the rating.
