Russia, Iran and Turkmenistan have signed a tripartite memorandum of understanding in the field of security, Iranian Deputy Foreign Minister Ibrahim Rahimpur said today at the 37th meeting of the working group on the legal status of the Caspian Sea in the Iranian city of Ramsar.
Rahimpur also pointed to the need for efficient use of resources of the Caspian Sea.
An expert of the Center for the Study of Central Asia and the Caucasus at the Institute of Oriental Studies, Stanislav Pritchin, talked about the memorandum in an interview with VK. According to him, the fact that only three countries signed the memorandum is unusual, as previously Russia always insisted on the participation of all five Caspian littoral states in discussions on such issues.
The expert added that "the Caspian is a sea of peace and all issues are resolved through negotiation. These are the basic postulates of the Russian position, which have been strengthened and promoted starting from the Tehran summit in 2007," he said.
