The three-year oil tax maneuver, which was launched in January, will lead to losses for the Russian budget amounting to 170 billion rubles, said Deputy Finance Minister Sergei Shatalov, adding that during the 2016-2017 year with the full implementation of the maneuver, these losses will be compensated for. "It is possible that these amounts will increase somewhat, but not at times, the margin of possible errors is several percentage points," he said.

 

Recall that the tax maneuver in the oil industry involves a phased reduction of export duties on oil by 1.7 times, for various petroleum products in 1.7-5 times at the same time the growth rate of the severance tax on oil by 1.7 times, gas condensate 6.5 times. Excise taxes on fuel of fourth and fifth grades will be aligned, and this is already done with diesel fuel this year.

 

Deputy Finance Minister stressed that the transfer of the tax burden this year from oil to any other industry, in particular gas, will not happen. "Oil and gas production are different from each other, including the cost structure of the final product, the cost of transportation. We can understand the desire to share oil taxes with other industries, but today it is hardly possible, at least in comparable amounts," Shatalov said, recalling that the severance tax for natural gas has been changed in the past year, affecting in particular the taxation of supplies for the "Blue Stream".
