The document was posted on Sunday January 25 on an official government website.The document states that city facilities "of special environmental, scientific, historical, cultural, aesthetic, recreational, health and other particular significance" cannot be built without the consent of "authorized federal executive power."The resolution states that it will "facilitate the preservation of the architectural and planning ensemble of the city of Sochi, where the Olympic and Paralympic Winter Games were held in 2014, as well as rational use of Olympic facilities for Sochi’s development as a mountain resort and SPA center, as well as a nationwide center of sports, tourism and culture."
