Kazakhstan and Russia sign an agreement on parallel work of energy systems

Russian and Kazakh energy companies signed an agreement on Friday on
parallel work of the energy systems of the two countries, RIA Novosti
reports citing the press-service of Kazakh national electricity
management company KEGOC.


The agreement was signed by KEGOC and Russian energy companies Federal Network Company UES (FNC) and System Operator UES (SO UES). KEGOC also agreed to provide transfer of energy using the power lines of
Kazakhstan and Inter RAO UES buying/selling of energy to compensate
hourly deflections when transferring across the border.


At the end of 2009 the companies agreed on the procedures for hourly
accounting of energy crossing the border and daily exchange of hourly
data.


KEGOC will start paying for the services. Until today, regulation of
power was implemented in exchange for transit of energy. Contractual
relations will improve the responsibility for the monitoring and
observation of energy surpluses on the border, KEGOC chief Almasadam
Satkaliyev said.


The capacity in Ural-Kazakhstan is 1500 megawatts in the Ural ESD
direction and 1300 megawatts in the direction of Kazakhstan. Both
directions between Kazakhstan and Siberia have a capacity of 1700
megawatts. The average transit workload is estimated at 350-400
megawatts. At the evening peak period power distribution goes from the
ESD of Siberia to the ESD of the Urals (the European part of Russia),
at night minimum power reception in the European part of Russia from
the Ural ESD will be carried out by the Siberian ESD.


After the Sayano-Shushenskaya hydroelectric plant crashed on August
17th, the surplus of power from the Ural ESD to the Siberian ESD
increased from 135 megawatts hourly to 825 megawatts.
