Pyatigorsk establishes center for migration

Pyatigorsk has established an Interregional Resource Center (IRC),
which will work on migration of citizens from the North Caucasus to
Central Russia, Yuga.ru reports.


The center plans to collect data on vacancies in the country and send
it to the North Caucasus. The center plans to have up to 500,000
migrate.


The IRC signed a cooperation agreement with the employment service of
North Ossetia on January 20. A similar document was signed with
Kabardino-Balkaria. The center will sign an agreement with Ingushetia.
By the end of January the IRC will have signed deals with all
republics of the North Caucasus. This will make the Caucasus republics
a source of labor and Russia – a source for employment, Svobodnaya
Pressa reports.


Director of the center Andrey Klimenko said that it will be
established in Stavropol Territory, based on the local employment
service.


Authors of the strategy for development of the North Caucasus until
2025 believe that over 400,000 jobs will be created within 15 years.


766,600 people, or 18% of the working population, is unemployed in the
region, according to data of 1 May 2010. Most of them are in Dagestan,
Ingushetia and Chechnya.


Klimenko said that there will be people preventing the inter-ethnic
conflicts caused by migration.


The deputy head of the Caucasus department of the Institute for the
CIS, Mikhail Alexandrov, said that Khloponin’s strategy will harm
everyone, especially the hosts, who will see the arrival of half a
million people from the Caucasus. Alexandrov said that Khloponin is
merely trying to make others solve his problems. The expert believes
that the initiative will cause conflicts.
