Today the State Duma approved the first readings of amendments to the
law "On Combating Terrorism", which are aimed at creating a three-tier
system of terrorist threat assessment in Russia.
The following risk levels will be introduced: elevated (blue), high
(yellow) and critical (red).
The bill also provides additional security measures. The President of
Russia has the right to determine the procedure for establishing the
levels of terrorist threats and security measures.
The head of the Research Center for electoral processes, Alexander
Tsinker, said in an interview to VK that it is not only the adoption
of certain criteria for assessing the hazard that is important, but
also finely-tuned security technologies across the country in places
where there are always large numbers of people. According to Alexander
Tsinker, crowds gather not only at airports and train stations, but
also in shopping centers, parks and other public places. He recalled
the example of the Israeli security system, which works almost without
failure, and suggested that the Russian security services should
acquaint themselves with Israeli security methods.
In addition, Israeli experts stressed the need not only to create a
system of protection against terror, but also to ensure its smooth
operation.
