Alexander Khloponin, plenipotentiary presidential envoy to the North Caucasus Federal District and Vice-Premier, believes that municipal heads hiding militants or delaying reporting on the underground resistance and extremism should carry a harsher burden of responsibility, RIA Novosti reports.
Khloponin said that he does not believe that heads of villages with a population of 500-600 people are unaware about the activities, prayers and people in every house. They do not report out of fear that the police will inform the militants about it.
The official says that village heads who do not report to the police or citizens about extremist activities should be punished as supporters.
