Alexander Khloponin, Russian authorized presidential envoy to the North Caucasian Federal District (NCFD) said that being idleness is a support of militants, RIA Novosti reports.
If an administration head is unaware of the events on his territory he is either a bad administrator or fails to work with the population. Such idleness or indifference is often direct support of terrorism.
Khloponin proposed punishments for municipality heads for dragged reports on militants and extremism on their territory. He said that it is impossible for a head of a local autonomy with a population of 500-600 people to be unaware of the affairs.
If a terrorist attack happens or existence of extremism is exposed and an authority does not report on time or does not inform the citizens he needs to be punished as a militant supporter.
