The United Russia Party has discussed the realization of the development strategy of Russia until 2020. The scenarios in the report vary from centralization to democratization. It includes the restoration of the governor direct election system, RIA Novosti reports.
The report entitled “Real federalism, local autonom, inter-budget policy” was viewed by officials from the Center of Social-Conservative Policy of the Institute of Regions. The document is under the consideration of Vice-Premier Igor Shuvalov and will soon be discussed by the Russian government.
Yuri Shuvalov, deputy secretary of the presidium of the United Russia for creativity and cooperation with political clubs, said that it is the first major analytical report within the Strategy-2020.
The report was ordered by Prime Minister Vladimir Putin. Authors of the report say that regional and local authorities suffer from contradiction of demands of structures.
Experts state 5 scenarios in the report: preservation of the status quo, further centralization of economy and policy, activation of processes for democratization (including restoration of governor-electing), administrative decentralization of power and finances, administrative decentralization with return to democratic processes and development of public mechanisms for management with limited decentralization and democracy.
Shuvalov said that he believes in the development of public mechanisms for management with limited decentralization and democracy. He underlined that such factors as ecological security, realization of national traditions and preservation of the country’s unity must be taken into account.
