Medvedev promises to take time reforming education and re-legalization of agricultural land

Russian President Dmitry Medvedev has assured the citizens of Irkutsk that the Russian government will take time on education reform, RIA Novosti reports.


The federal law on education in Russia is to be adopted in 2013. It will come into in full force in 2016. The new document will replace the law on education and the law on higher and post-graduate professional education, adopted in 1992 and 1996 respectively. The new law will contain norms for all education levels, including preschool, professional, middle and higher education.


The president ordered the development of a new version of the law in late 2010. There were some 10,000 comments on the law in 3 months. A special commission viewed the comments.


The public was concerned with scholarships, determination of free and non-free education services, the role of parents in education and the establishment of a common school education program.


Another topic in Irkutsk is the construction of private housing on former agricultural land. Medvedev said that this is a serious issue. The scheme of land provision will be simplified.
