The Parliament of South Ossetia passed a bill on the status of South Ossetia. The bill determines the legal state of Tskhinvali and its functions as the capital. The document says that Tskhinvali is the site of the state authorities and foreign diplomatic missions.

A TV link-up was held using the Internet on April 26. Students of the South Ossetian State University held talks with their counterparts from the USA. Joe Mestas, a US citizen married to a local from Dzau, initiated the discussion. Joe received South Ossetian citizenship a few years ago. He started giving information on the republic via the Internet.

According to the Moskovsky Komsomolets newspaper, the Russian Ministry of Foreign Affairs sent a note to the South Ossetian ministry. The note concerned the incident on the state border at the crossing point of Nizhny Zaramag on March 31, 2011. Zurab Kabisov, head of the State Committee for Restoration of South Ossetia, and a Russian border guard had a conflict. Kabisov did not fulfil the guard’s legitimate demands and swore at him. The conflict continued, with Kabisov attacking the guard and attempting to take his weapon. The border guard was injured. There has been no official confirmation of the information.
