CIS to consider 19 topics

Minsk will host the 57th session of the council of CIS heads of parliaments on May 19, 2011. The council will talk on 19 topics, the CIS Executive Committee said on Tuesday.


The main topic is the free trade zone. Signing of an agreement has been one of the main points of Russia’s chairmanship in the CIS. It was developed by the Russian Ministry of Economic Development and mentioned in the Tajik concept of the CIS for 2011.


The free trade zone is based on the WTO norms and will replace the deal signed in 1994 and other documents.


A preliminary project of interstate innovative cooperation program until 2020 will also be viewed.
The program is aimed at harmonizing innovative systems, national legislature, development of state purpose programs, innovative projects to improve global competitive ability of CIS states within new political and economic conditions.


The project includes some of the most advanced approaches in the sphere of innovations, such as technological platforms, centers for superiority, approaches for cooperation within the seventh frame program of the EU and activities of the Asian and Pacific Region.

The council of the CIS called 2011 the year of food security on December 10, 2010. The CIS plans to develop and pass a program for cooperation in emergency situations, stabilization of the food fund.


The council received information on preparation of the interstate exhibition dedicated to the 20th anniversary of the CIS. The exhibition will form a positive innovative and investment image of CIS states, further development of cooperation and demonstrate results and prospects of activities.


The exhibition will be held at the All-Russian Exhibition Center from June 28 to July 3, 2011. It will consist of 2 main blocks: the central part and national expositions of CIS members.


Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldavia, Russia, Tajikistan, Turkmenistan and Ukraine plan to take part in the national exposition.


Heads of the CIS governments will view realization of the main measures for development and improvement of efficiency of cooperation of CIS members in economy for 2003-2010. The measures had a positive effect on development of integration processes and cooperation in economy. Trade turnover between CIS members doubled in 2003-2010.

A set of documents in fuel and energy, agroindustry complexes and transport, promotion of competitive ability of national manufacturers were passed.


The council of the CIS heads of governments is to pass the frame program for cooperation in peaceful use of nuclear energy until 2020, called “Cooperation “Atom-CIS”.


The session will consider the agreement on establishment of information infrastructure of innovative work of CIS members in form of distributing information systems and the CIS portal called “Information for innovative activities of CIS states”.


Heads of governments were offered documents on cooperation in humanitarian sphere and culture until 2015.


The council will view the concept on development of education in culture, art, project of establishing a council for cooperation in fundamental science, a project on common system of registering citizens from third states or apatrides in the CIS.


A list of measures to prevent violations of intellectual rights in realizing the strategy of economic development of the CIS until 2020 will be viewed.


Heads of governments will consider amendments to the work of the Youth Council, Interstate Coordination Council for Science-Technical Information and Coordination Council of Tax Services of the CIS.

The CIS Executive Council prepared results of financial-economic inspection of CIS structures in 2010.
Heads of governments will talk on proposal of Tajikistan, as chairman of the CIS in 2011, to hold the next council in Dushanbe on October 14, 2011.
