Anatoliy Pugachev, the ex-head of the Volgograd district border guards, has been appointed commanding officer of the Kabardino-Balkar frontier forces, Yug-RIA Novosti reports.
The former head of the Kabardino-Balkarian department, Ivan Ageenko, was re-assigned to Dagestan.
