Head of Presidential Administration of Azerbaijan Novruz Mammadov has announced that Azerbaijani President Ilham Aliyev will not participate in the upcoming jubilee summit of the CIS in Dushanbe from September 2-3, Day.az reports.
At the summit Azerbaijan will be represented by Azerbaijani Prime Minister Artur Rasi-zade.
