The situation with the population of the Hrah-oba and Uryan-oba villages in the Khachmaz region of Azerbaijan, populated by lezgins, is being watched by the Azerbaijani and Russian authorities. The settlements are located in the Khachmaz region of Azerbaijan, but before September 2010 they belonged to Dagestan.

The agreement on the state border between Azerbaijan and Russia, signed in September 2010, confirmed that the villages were part of Azerbaijan. However, part of the population of villages refused to accept Azerbaijani citizenship, and wished to move to Dagestan, remaining at the same time Russian citizens.

The Dagestani weekly "Real Time" has recently reported that children from the villages were unable to receive a school education, as there are no schools.

A deputy of the Milli Mejlis (Parliament) of Azerbaijan, political analyst Rasim Musabekov, has talked to VK about the situation. Musabekov said that the problem must be solved. He noted that it is impossible to live on Azerbaijani territory on the basis of Russian laws and that the citizens of the two villages could accept Azerbaijani citizenship in order to solve the problem.
