The Nagorno-Karabakh conflict started between Azerbaijan and Armenia in 1988. 20% of Azerbaijani territory was occupied by Armenia, including Nagorno-Karabakh and 7 of its nearby districts. The sides reach a ceasefire deal in May 1994. The OSCE Minsk Group and its co-chairs - Russia, France and the USA - have been holding fruitless negotiations on the problem.
