The EU Council of Foreign Ministers of 27 states urged Iran to call a moratorium on the death penalty, RIA Novosti reports.
The ministers had a meeting in Luxembourg.
Earlier reports said that respect for human rights in Iran is diminishing, while 29 more officials were blacklisted. They will not be able visit EU states and their assets will be frozen.
The initiative will come into force on October 11.
The EU Council of Foreign Ministers urged Iran to release all political activists of the opposition and stop repressions, such as violations on freedom of movement for Mir Hossein Moussavi and Mehdi Karoubi.
