North Caucasus to be lawful region - presidential envoy

"After the terrorist act in Stravropol we've taken emergency steps to
establish order and provide security in the North Caucasus Federal
District," the presidential envoy in the region, Alexander Khloponin,
said, reports RIA Novosti.
"We have drawn up a plan of further activities to secure safety," he went on.
He also added that the North Caucasus will be a territory governed by the law.
