PACE criticizes North Caucasus human rights situation

A PACE commission has said human rights are not being fully observed
in the North Caucasus, in particular in Chechnya, Ingushetia and
Dagestan, the Ekho Moskvi radio station reports.
The resolution says that the Chechen authorities are promoting an
atmosphere of fear and that opposition and human rights activists
disappear. Moreover, the report said there is an alarming
personalization of power, which is unacceptable in a democratic state.
The authors of the resolution noted the rising criminal situation in
Ingushetia and the increasing number of terrorist acts in Dagestan.
The resolution will be discussed during the June session of PACE.
