Russian Prime Minister Vladimir Putin has not ruled out the return of direct governor elections. He added that he had discussed the initiative earlier.
Putin reminded that governor appointment was initiated during the civil war in the Caucasus with people using any means to take power, including nationalistic and separatist support.
The prime minister noted that return of governor election is possible but not in form of direct voting. The president should be allowed to select candidates for the position. Political parties of regional parliaments will introduce candidates.
Continuing with the topic, the government chief said that formation of the Federation Council may be organized from candidates introduced by parties.
