Presidential Envoy to the North Caucasus Federal District Alexander Khloponin says Russia needs to restore the death penalty for terrorists, Ekho Moskvy reports on Friday.
Khloponin said it would be wise to adopt Belarus' practice, referring to the recent case of those found responsible for this summer's terrorist attack on the Minsk Metro (the case is now being discussed by the European Court).
Capital punishment is stipulated by the Russian Criminal Code, but is not executed since Russia is a member of the Council of Europe, which prohibits the death penalty according to the European Convention.
