Russian president files letter for Federal Assembly

Russian President Dmitry Medvedev is filing his final letter for the Federal Assembly. It will be the first valediction of the Russian president for the parliament of the sixth calling, elected on December 4.

Experts believe that the letter itself is also a program for the government. The president said that the document requires summing up achievements and setting prospects for the future, including modernization of the state, economy, society and the political system.

Medvedev touched upon the topical issue of parliamentary polls. At a meeting with members of the United Russia, he noted that Vladimir Putin’s idea to return governor elections in Russia is good. Medvedev added that he would propose other measures to develop the political system.

 Analysts believe that modernization may be related to change of the vertical executive power. This is the goal of the working groups formed by Dmitry Kozak and Alexander Khloponin. The groups developed a set of measures to pass authority to regions.

Economic issues have a secondary role in the president’s letter. Stress will be put on social aspects.

The letter is read out at the Georgiyevsky Hall of the Big Kremlin Palace. Members of government, State Council, heads of courts, Prosecutor General’s Office, confessions and public unities are attending the process.
