Medvedev proposes sweeping reforms

Russian President Dmitry Medvedev said in his letter to the Federal Assembly today that the country needs a complex reform of the political system.


The president offers direct elections in federal regions. He also proposed a simplified order for registration of a political party. A party would need support of 500 people with at least 50% from at least 50% of regions for registration.


Dmitry Medvedev also offered reduction of signature collection for registering a mandate for president. A candidate for president would need only 500,000 signatures presented to the CEC, independent candidates would need only 100,000 signatures.


The president also believes that a proportional representation of 225 regions is needed. Each territory would have own representative in the parliament.


Formation of the CEC and regional electoral commissions needs adjustments by increasing representatives of political parties, Medvedev says.
