The OSCE Bureau for Development of Democratic Istitutions and Human Rights says in its final report on Russia's December 4 parliamentary elections that the polls were unfair, Ekho Moskvy reports on Thursday.
The Bureau also condemned the role the Russian Ministry of Justice played during the elections, citing its refusal to register several opposition parties.
