Rosneft does not fulfill its obligations in constructing a refinery in Chechnya, Chechen Leader Ramzan Kadyrov said, Interfax reports.
Rosneft planned to build a refinery processing 1 million tons of oil. It planned 17 billion rubles of investments.
Construction was planned to start in 2011. The refinery was expected to be tested in 2013 and launched in 2014.
Rosneft owns 51% of shares of Grozneftegaz, the rest belongs to Chechnya. Grozneftegaz extracts about 1 million tons of oil annually.
