Civil Council on North Caucasus problems to be established

Russian President Dmitry Medvedev has ordered his envoy in the North
Caucasus Federal District, Alexander Khloponin, to draw up a Civil
Council project on the problems of the North Caucasus by October 2010,
reports the Kremlin's press-office.
Moreover the head of the state ordered the preparation of a plan of
measures to provide for the stable work of education and health
services in remote areas.
