Russian Prime Minister Vladimir Putin, a candidate for president, proposed parliament to consider public initiatives that gain at least 100,000 signatures in the Internet. He said parliament should be authorized to introduce chairmen and auditors of the Chamber of Accounts and introduced the idea of “corruption-risky positions”, which will be granted at high wages but with absolute clarity of a functionaries welfare, including details of purchases made by him and his family, Kommersant reports.

Putin insists that people’s strive for changes, their changes of demands, switch from building own welfare are an achievement of the government.

He emphasized that the process was carried out according to democratic and constitutional principles. The policy of 2000s was consistently realizing the population’s will.

Concerning corruption, the prime minister pointed out risky state positions, such as the executive authorities, management of state corporations. He proposed studies of foreign experience and compulsory clarity of functionaries’ welfare, when taking high-ranking positions.

Ъ noted that Putin’s proposals are the fourth article published in the Izvestia paper in the last three weeks. The prime minister explained reasons for running for president in 2012 and expressed regret over populism at the parliamentary polls of December 2011.

Nezavisimaya Gazeta said that Putin made a set of statements regarding ethnic issues in the second article, condemning calls to stop subsidizing the Caucasus and proposing to form state structures for national policy.

The third article in Vedomosti stressed on economic problems and coping with recession.
