The Russian parliament wants the UN Security Council to take no sides in the Syrian conflict, because an unbalanced approach gives no chances for a fair and constructive dialogue, RIA Novosti reports.
The final document will be voted on at 5 pm.
The parliament explained that the resolution proposed by Morocco on February 4, 2012, was vetoed because it was not contributing to settling the Syrian crisis. The situation in Libya shows that UN decisions should not become a reason for use of force.
Russian MPs say that condemning Russia and China for refusing to pass the resolution is a deception of the world society, in terms of motives and intentions, as happened with Libya.
The Russian parliament spoke out against use of force, demand recognition of responsibility for the fate of Syrian people and demand measures to be taken for constructive dialogue to start. The Arab League should continue monitoring the process and promoting the sides in the conflict to start negotiations, the parliament says.
