The North Caucasus development program will be adopted before the end of the year, RIA Novosti reports the presidential envoy to the North Caucasus Federal District, Alexander Khloponin, as saying.
According to Khloponin, the main aims are to attract both Russian and foreign investors and to improve infrastructure in the region.
This will allow successful development of small and medium-sized enterprises, the official explains.
